Assuming that the surface water temperature is at or slightly below 0 deg. C (the freezing point of pure water), and the air temperature is below 0 deg. C, the lake will freeze faster on a calm day than on a windy day.
Wind churns up the surface of the lake. This churning of the surface prevents the water from freezing into a continuous sheet. In fact, if it is windy enough, the lake will not freeze even if the surface water temperature is well below 0 deg. C. Without wind to churn the surface up, ice crystal formation into a continuous sheet becomes possible.
